Climate Action Plan
Faxe Kommune has set the ambitious goal of becoming 100% climate neutral and resilient by 2050 at the latest, with an important milestone of a 70% reduction in CO2 emissions by 2030 compared to 1990 levels (p. 5). As a municipality characterised by both agricultural production and industrial enterprises at Køge Bugt, Faxe faces particular climate challenges that require a broad and coordinated effort across sectors and stakeholders. In 2019, the municipality emitted a total of 281,000 tonnes of CO2 equivalents, distributed across three main sectors of almost equal size: transport accounted for 37% (103,000 tonnes), while energy and agriculture each contributed 28% (78,000 and 80,000 tonnes of CO2 respectively) (p. 12). The remaining emissions come primarily from chemical processes in local industry and waste management. This sector distribution reflects the municipality's character as a mix of commuter area to the capital region, agricultural municipality and industrial town. What makes Faxe Kommune's climate challenge particularly complex is the combination of geographic and commercial factors. With 26,000 hectares of agricultural land covering 64% of the municipality's area, and significant chemical processes in the business sector, the municipality faces sectors where reduction possibilities are limited with current technology (p. 21). At the same time, the location at Køge Bugt creates particular climate adaptation challenges with risks of storm surge, beach nourishment at Faxe Ladeplads and erosion along Strandvejen. The most comprehensive planned measures concentrate on the total conversion of the energy sector, where the goal is 100% climate neutrality as early as 2030 through phase-out of oil, natural gas and coal in favour of district heating and heat pumps (p. 6). In transport, the municipality focuses on electrification of both public transport and private cars, with a target of 5,000 electric cars and 200 public charging points by 2030. Within agriculture, the focus is on nature-based solutions such as retirement of 400-500 hectares of lowland soils and increasing the forest area by 530 hectares. The municipality openly acknowledges that the plan's current measures are not sufficient to achieve climate neutrality by 2050 - there is a shortfall of 92,088 tonnes of CO2 annually (p. 14). The transport and agriculture sectors in particular are expected to have significant residual emissions, as technological solutions for vans, trucks and agricultural emissions from livestock and soils are still under development. The municipality therefore plans continuous revision of the climate plan and active influence on national legislation. To involve citizens and local businesses, the municipality has established Faxe Klimaforum as a digital meeting place and plans themed town meetings with a particular focus on heat supply in the coming years (p. 32). Through the newly established Faxe Heat Supply Council and continued collaboration with local agricultural associations, the municipality seeks to create partnerships that can accelerate the green transition across sectors.
