Climate Action Plan
Glostrup Municipality has set an ambitious goal of becoming climate-neutral by 2045 with an interim target of 85% reduction in CO2 emissions by 2030 compared to 1990. As an urban municipality with nearly 24,000 inhabitants, Glostrup constitutes an important hub in the capital region with Motorring 3, Frederikssundsmotorvejen and Letbanen, which creates both opportunities and challenges for the green transition. Today, Glostrup Municipality emits 103,853 tonnes of CO2 annually, corresponding to 4.3 tonnes per capita - significantly below the national average of 7.3 tonnes (p. 11). The energy sector dominates with 63% of emissions, while the transport sector accounts for 32%. What is distinctive about Glostrup's emission profile is the combination of a large industrial sector and its position as a traffic hub, where the motorways contribute significantly to transport emissions. At the same time, the municipality is characterised by high energy consumption based on fossil fuels, particularly natural gas. Glostrup's climate plan stands out through its focus on synergy between climate adaptation and CO2 reduction. The municipality has identified its biggest challenges as increased rainfall around Harrestrup Å and heat island effects in the densely sealed town centre. The collaboration with Glostrup Forsyning on both district heating expansion and climate adaptation of the sewer system to the year 2100 is an example of this holistic approach. The most far-reaching measures focus on energy transition through expansion of district heating to the majority of households and conversion of 600 homes with oil boilers and 3,400 homes with natural gas boilers. On the transport side, the municipality aims for 50% electrification of passenger cars and 45% of vans by 2035, supported by more charging stations on municipal premises. A flagship project is the 8,000 m3 underground stormwater basin at Christiansvej, which combines climate adaptation with urban development. The municipality honestly acknowledges that even with all planned measures, there will be a shortfall of 4,684 tonnes CO2 in 2030 and 14,050 tonnes in 2045. Heavy transport and process energy in industry in particular require technological breakthroughs that the municipality cannot deliver on its own. Glostrup therefore relies on technological development and changed framework conditions from the EU and the Danish Parliament to close the gap. Citizen engagement takes place through the establishment of a new Climate Council in 2025, which is to replace the current Green Council and actively support implementation. The Youth Council is given a central role in the green transition, and the municipality will continue dialogue through public meetings, energy audits for homeowners and climate competitions. The business community is engaged through breakfast meetings and a planned climate network for businesses, which is to serve as a catalyst for the green transition.
