Odsherred Kommune has adopted an ambitious climate plan aiming to reduce greenhouse gas emissions by 70 percent by 2030 and achieve climate neutrality by 2050. As Denmark's largest holiday home municipality with 24,000 holiday homes and a unique geography characterised by low-lying formerly reclaimed areas, the municipality faces particular climate challenges that require tailored solutions adapted to its distinctive Ice Age landscape and UNESCO Global Geopark status. Today, Odsherred emits 340,000 tonnes of CO2e annually, equivalent to 10.26 tonnes per capita - significantly higher than the national average of 8.3 tonnes (p. 7). The transport sector dominates with 46 percent of emissions, of which Molslinjen's ferry service from Odden to Aarhus/Ebeltoft alone accounts for nearly 20 percent of the municipality's total climate footprint (pp. 7-8). The energy sector contributes 33 percent, while the agricultural sector accounts for 18 percent of emissions. What makes Odsherred's climate challenge particularly complex is the combination of the massive ferry traffic, the large holiday home stock, and the vulnerable low-lying areas such as Lammefjorden and Sidinge Fjord. The municipality's 157 kilometres of coastline and Ice Age landscape with the three Odsherred arcs create both unique natural values and particular climate risks from rising sea levels and extreme rainfall. With under 6 percent local production of electricity from renewable energy sources, the municipality has significant potential for green transition. The most impactful planned measures focus on the energy sector, where the target is for 70 percent of electricity consumption to be covered by locally produced renewable energy through 140 hectares of solar panels and three new wind turbines at Lammefjorden (p. 14). In the agricultural sector, 600 hectares of new forest is to be planted and 200 hectares of lowland soils retired, which combined can reduce emissions by approximately 6,400 tonnes of CO2e (p. 49). Odsherred Forsyning's innovative DTP plant for sludge treatment, which converts wastewater sludge into carbon-sequestering biochar, represents a technological frontrunner solution within the circular economy. Despite these ambitious measures, the municipality still needs to identify reductions of 43,000 tonnes of CO2e to reach the 2030 target and 142,000 tonnes for climate neutrality by 2050 (p. 48). The continued dialogue with Molslinjen about the transition of ferry operations is crucial, as transport will account for 68 percent of remaining emissions in 2030. The agricultural sector, which will still account for nearly 30 percent of emissions in 2030, also requires further innovative solutions. The municipality focuses on broad citizen involvement through ultra-local climate plans, citizen-driven networks for rooftop solar panels and afforestation, and the established Section 17(4) committee for Green Transition and Sustainable Development. Climate partnerships with key actors such as Odsherred Forsyning, Landboforeningen, and Geopark Odsherred are intended to ensure that the climate effort becomes a driver for local development rather than a burden, so that Odsherred can maintain its position as an attractive residential and holiday destination while becoming climate-neutral.
